Dumb Question becuase I am missing something obvious, I just updated my rasp pi 2 to retropie 3.8 and I can not seem to find the wiki viewer? How would i find that?

I believe you need to instal it first under the SETUP menu. it should appear under the RetroPie Tools category on ES afterwards I guess (mine is off at the moment)
RPi3b+ - No overclock
RetroPie - latest from Github, as always
