Follow the psx wiki how to do this it works perfect.
I play that game alot and all works fine.
I set game specific options to true, then whilst in the game enable multitap 1 then save game specific options.
Restart and all should work fine :)

@robmcc83 possibility the paradox patch might be an outlier that breaks it. Simple way to test is to use the stock rom to rule it out.

The problem is: When i enable multitap 1 and 2, and next i restart the game. All gamepads dont work. i can only go in the psx rearmed menu, but keys in game dont work.

I play near enough all 4 player psx games on my retropie, and the settings can be a pain that is why you need to use the game specific options.
For example crash team racing is 4 players so you only need to enable multitap 1 and leave 2 on auto or disabled.
You only need to enable multitap 1 and 2 for 8 player games.
I can confirm that all the multitap games I use all work fine following the wiki instructions for game specific options.
Also as far as I remember when setting my retropie system up, having gamepad set to analog or standard made a difference.
I set mine to analog for hogs of war then when I played track and field 2000 controls did not work, so I had to set it for that game only as standard controller for it to work.

@swappo91 as @robmcc83 pointed out, i think your issue is because you are enabling multitap 2. Try leaving it disabled.
