I have read about 20 threads on this issue. I have tried everything that has worked for many other people. I still don't even get a menu option to start a 3- or 4-player game of Super Bomberman 4 or 5.

      Details:
I have a fresh install of RetroPie (just downloaded last week).
So I'm using snes9x2010 (and I've tried the other cores, with no success),
2 Logitech Dual Actions and 1 Logitech F310.
Brand new Raspberry Pi 3 B and a 2.5-amp power supply.
I've tried using RetroArch's quick menu to set the User 2 device as "Multitap", and I've tried manually editing the cfg to include the line about input_libretro_device_p2="257".

Does anyone have any other ideas? Did it break in a recent update? I've read so many other posts where everyone seems to be having success with this, but it's still failing for me.
