I have Viper Phase 1 for MAME and for the life of me I cannot get this game to start. I've tried every MAME emulator included in Retropie with negative results. Can anyone help me get this game going? Thanks!

The different versions of MAME in RetroPie require their own specific romset as noted here (Look for 'Romset Used:' notations). So, if you end up exhausting the different rom set versions of 'Viper Phase 1' with their respective versions of MAME, you can take it as read that the game will not work with RetroPie. Being a scrolling shooter from 1995, you should be able to find a combination that works, even if you have to install the experimental lr-mame2010.

Thanks! I installed Mame2010 and the game loads. However, the first time I loaded the game I got the 999 countdown screen but ended up resetting it before the countdown finished. Now when I start Viper Phase1 I just get "updating" but no countdown. How can I delete the .cfg file for this game to reset it? I don't see a .cfg for this game anywhere or in the "arcade" directory where I placed the ROM.

I've never been able to figure out where lr-mame2010 puts its 'cfg' folder. Based on @UDb23's findings here, you might simply be able to find it in ~/.
