Request adding these emulators

Tested on a pi4 overclocked to 1950mhz. Using raspbian lite with latest cloned retropie pi4 branch repo.
Lr-NeoCd (built myself months ago on pi3)

It supports CHD and can skip loading screens. Ran fullspeed on a pi3 too.These cores I extracted from latest Lakka nightly.
Lr-Mesen

Lr-bsnes-hd

Normal games ran at ~60fps. Yoshi's Island title screen was 50fps but in-game was ~60fps.
I tried the mode 7 hd scale to 2x on Mario Kart but it slowed down to ~49fps.Not sure how much improvement can be done on speed on the lakka cores, but I'd still love to have these in retropie-setup. Thanks.

@mitu Yes, that version's too slow for a pi4.
Offtopic, I noticed you have a pr on retroarch 1.7.8.4 but it won't show the fps on some cores. It was a fixed in a later commit, if you want to add that.

@Darksavior Yes, it's annoying. I know about the FPS bug, I tested the patch and it's ok. There are a few more bugs besides the FPS counter that were fixed after 1.7.8.4, we'll see if the PR will bump to the next release or include the patches.
