Mame Lib Player 2 not working - Dragonrise joysticks

I have an odd issue that keeps getting worse the more I troubleshoot it. I'm using Dragonrise joysticks and at first Player 2 would not move left in Mame Lib games. I tried to configure it manually with Tab Input but it would not register the player 2 joystick or buttons when you press enter. It only allows inputs from player 1. I tried a reconfiguring the controls but and deleting the Mame 2003 and 2010 .cfg files but now it makes me reconfigure the controls after every reboot and after you exit a Mame game all controls don't work so I have to do a hard reboot. Any help with this would be greatly appreciated.
