Is there an easy way to activate this across cores?

I've been Googling and having a hell of a time trying to find any information on this. For some reason frameskip seems to be deactivated in most if not all LR cores and, obviously, that can have a detrimental effect on MAME, NGPC etc.

Related: how on Earth do I edit lr-MAME2003's config files? They're not in plain text.

So is frameskip simply not possible / accessible in the LR MAME cores? Because that rather craps on how useful they are on Pi 1 / Zero for all but the oldest & most basic games.
