No shutdown just reboot

I install retopie 4.5.1 and 4.4 for raspberry pi 3 in pi 3 B+ and when press shutdown just reboot system in two versions, are a new installation without roms.
I don't find the problem.

How are you powering the PI ? Please add more info about your system, as detailed in https://retropie.org.uk/forum/topic/3/read-this-first.
