Legality and commercial use of raspbian image

Quoting from the legal and contact page.
"Some software included in the RetroPie image have non-commercial licences. Because of this selling a pre-installed RetroPie image is not legal...."
I personally went through all the licenses under the "usr/share/doc" and all other license.html, license.txt and none of them had non commercial clause as long as the source code is included, mind shedding light on what packages or software are non-commercial in retropie image ?

Thanks for shedding light @herb_fargus is the genesis only package ?

If not mistaken lr-genesis-plus is not the default emulator either, does that still get downloaded in the image.
