Can I use clrmamepro to build a set for mame 2003 from a fba set, or merge different romsets?

This has been a bit of a problem to wrap my head around; so I hope someone can help me to figure this out.
I have a full fba set used mostly on retroarch, although some games are too slow for the Pi or does not load at all. I found the equivalent game in mame 2003 (or in some cases even mame 2000), that run just fine; so I thought that instead of getting these archives again, in 2000 and 2003 version, I may be able to use clrmamepro with the appropriate dat file to create the archives for mame 2000 and 2003?From my understanding you need the right romset for each version, but then I saw posts mentioning that a romset if complete, include also non-working roms, which are then used in subsequent versions of the emulator, for working games. So fundamentally that huge full romset we get, contains everything needed for games that are currently working and for the ones that are not working yet; making it feasible to think that those zip files hold roms that can be used for different mame versions.
I could not verify this because I didn't take the time to disassemble a rom file in a zip archive from FBA and compare it to a disassembled file from a zip archive for Mame; so I can't confirm or deny if in fact, the rom files in each archive are fundamentally the same, or most of them are the same.
roms get re-dumped and updated, so I would expect that a new romset should work for older versions of the emulator? In which case having the latest FBA romset should give me most of the files I need?
If that is true; here it goes the second part of my question: can I merge the FBA romset with a newer mame romset (like 2.0X for example; which is decently recent), to create the mame 2000 and 2003 romsets, so I can pick the games that run better on mame, using something like clrmamepro?

Unlikely to get a full - validated - romset without a rollback romset. Using a recent FBNeo romset means new dumps for old(er) games will not have the correct roms for those old romsets (which have the old rom dumps).
Note that FBNeo has also a few roms not present in the MAME romset, AFAIR, so the sets are not 100% interchangeable. -

No, old emulators might have hacks to compensate the inaccuracies in their dumps, so providing better dump might break stuff. Furthermore the crcs & names of the dumps in a recent version of a romset might be totally unknown to older emulators, so they might not even know what to do with those newer dumps.

I see; thanks for the clarification. I was hoping that a new romset would be able to work for older versions by rebuilding but it is not the case.
Much faster to get the whole 2000 and 2003 romset then. Thanks! -
@raspnoobie if you have a newer set of mame roms than 078 all you need is the mame roll back roms to build older mame sets
