RetroPie --> RetroArch Out of Sync Error

Good Day! I recently modified an Aracde1Up cabinet to include a Dell 2007fpb monitor. Using a Raspberry Pi 4, I have a micro-HDMI to HDMI adapter, plugged into an HDMI to DVI cable, which goes into the Dell 2007fpb monitor.
The specs on the monitor are 1600 x 1200 at 60 Hz. If I boot the RetroPie image directly, the screen shows and out of sync error. If I modify config.txt to:
hdmi_group=2
hdmi_mode=51
RetroPie loads fine. The issue comes when I try to launch any games, and RetroPie goes from front end to launching RetroArch, I get another out of sync error. I can hear the sound, but the screen is showing the Dell monitor screen telling me to set the resolution to 1600 x 1200 at 60 Hz.I have tried the RetroPie config settings for emulators to set to both "Output Resolution" and I've also tried specifically set it to Custom: 1600 x 1200. Nothing works.
Does anyone have any ideas why the signal changes between the front end and launching RetroArch? Also, why does the RetroPie config for the emulators not accept or acknowledge the resolution config? Appreciate any insights, I'm banging my head against a wall here.

Without any configuration necessary, RetroArch should use the current set video resolution without any issues. This looks like you have some other resolution configured somewhere ? Is this a fresh installation ?

I have this same problem except some games work and others don't. For example Donkey Kong works but Ms Pacman give the error message "out of range change to 1600x1200 @60hz". This is with the same monitor Dell 2007fpb. I have tried changing individual setting for each game platform which doesn't work. Any help would be appreciated.
