determine master Controller with two Controller setup ?

Hi,
Is there a way to always designate my first PS4 controller as the master controller? Problem: With one controller, the PS4 is the first one and the master controller who can adjust everything when playing alone but when I connect the second PS3 controller during a game then this one will get the master role. Stop Emulationstation with Hotkeys or Shader Changes are only possible with the Controller who came after. I want to set the PS4 Controller to be ever the master. Where can I set this ?
