      I checked the current and supported CEA modes and get these results...

      Input:

      tvservice -s

      Output:

      state 0x12000a [HDMI CEA (4) RGB lim 16:9], 1280x720 @ 60.00Hz, progressive

      Input:

      /opt/vc/bin/tvservice -m CEA

      Output:

      mode 1: 640x480 @ 60Hz 4:3, clock:25MHz progressive
      mode 2: 720x480 @ 60Hz 4:3, clock:27MHz progressive
      mode 3: 720x480 @ 60Hz 16:9, clock:27MHz progressive
      (prefer) mode 4: 1280x720 @ 60Hz 16:9, clock:74MHz progressive
      mode 5: 1920x1080 @ 60Hz 16:9, clock:74MHz interlaced
      mode 6: 720x480 @ 60Hz 4:3, clock:27MHz x2 interlaced
      mode 7: 720x480 @ 60Hz 16:9, clock:27MHz x2 interlaced
      mode 16: 1920x1080 @ 60Hz 16:9, clock:148MHz progressive
      mode 32: 1920x1080 @ 24Hz 16:9, clock:74MHz progressive

      I then proceed to edit the following lines in /booth/config.txt but the command doesn't change the CEA mode on the next reboot.

      hdmi_group=16
      hdmi_mode=16

      Does anyone have any advice?

        hdmi_group should be 1 or 2 (1 for CEA 2 for DMT - so 1 in your case)

          Why do you want to switch ? if your screens EDID information is correct your screen prefers 720p. I run in 720p on my 1080p screen anyway, for less memory usage in Emulation Station and better performance with shaders (actually looks better with my TV doing the upscaling also)
