Calibre-like App for ROM Management?

I'd love to see a tool that you can use on your PC like Calibre works for e-books and pdf's. The tool could keep track of all your roms, do all the scraping off-device using all the performance benefits of your PC and it would be much easier to work with. Finally, it would connect to any number of supported devices to load it exactly the way you want. Plug in a PiBoy DMG and load it up with handheld favorites and then plug in your TV-based Retropie system and load up the latest Dreamcast roms.
