      So I've had a Raspberry Pi 3B+ running my arcade cabinet for awhile, but I want more power and the ability to play some arcade games the Pis can't handle. I'm upgrading to a HP 8300 Elite computer I got from a used computer site. Can I clone the contents of my Pi's SD card to the new SSD in the laptop so I can avoid redoing all the setup?

        No, the operating systems are not compatible - they have different CPUs and you can't run the same version on both. You can backup and restore your configs and roms from a system to another - see https://retropie.org.uk/docs/Updating-RetroPie/#backup-option-2 - if you wish to keep your ROMs/BIOS/configs/etc.
