RetroArch version

Hi,
Is RetroArch version tied to Retropie release (currently 1.8.8 according to Retropie 4.7 release notes) or can it upgraded from within Retropie or using manual install method? -

Yes, RetroPie always include a certain RetroArch release. However, RetroPie receives updates all the time - if you update your RetroPie-Setup script now, you'll be able to install RetroArch 1.9.7, which is the current (as of now) version installed by RetroPie.

@mitu Ah okay I searched RetroPie-Setup repo for some information on versions but couldn't find it. So after using one of prebuilt images you end up with proper distro and can stay up-to-date by re-running the script and there's no need to reinstall even after major Retropie releases?

Pretty much yes. At some point though the current OS (RasPI OS) becomes unsupported (both upstream and by RetroPie) and you'll have to upgrade your OS by installing a new image.
