if i use skycrapper for 3000 games how much free space i need? and how much space i need for saving games ?

I have about 800 games (with videos) and my Skyscraper cache is about 1.9 GB. Extrapolating:

3000 / 800 * 1.9 = about 7.125 GB.

You'll want to make sure to use the symlink="true" option in your config.ini (or use --flags symlink on command-line when building the gamelists) so these aren't all duplicated in your media folder, or it'll be almost twice that.
