retroarch binding configuration to emulators instead of roms

hello, I am having an issue with retroarch more specifically i have to program hot keys over and over each time i launch a new game. i have to configure a new set of hot keys and with how many roms i have it is a real pain. the only emulator that does not make me do rom specific is my NES emulator but i can not figure out how i set it that way, i think i deleted the config because of another issue i was having and made a new config with key binds i wanted but i am afraid to do that until i know that is what cause my nes emulator to do system wide hotkeys. my nes emulator binds keys to the system rather than the rom which is the way i would like it. the only thing that stay emulator wide is the main keys like A is button 1 but the hotkeys do not staythis was found in the nes(1st link), SNES (2nd link) GBA (3rd link) in /opt/retropie/configs/SYSTEMNAME/retroarch.cfg

Theres potentially a few issues there (mainly with the way you have used RGUI to save your nes config). I would be sorely tempted to start again with a fresh image.
If you really dont want to, a bodgy way to get your other systems to work the same way would be to copy your nes retroarch file across to them.Backup before you try this, but it would be along the lines of
sudo cp /opt/retropie/configs/nes/retroarch.cfg /opt/retropie/configs/snes/retroarch.cfg
