Super Mario War Controller Setup

Recently wanted to get started on Super Mario War again after a comment in the Extra Repo thread that joypads should work out of the box for the game (if I understood it correctly).
But you guessed it: they don't.
Does it require a keyboard for the setup or am I overlooking something?

Yes it requires a keyboard to set up joypad stuff initially.
