Question concerning scanlines

This is a general gaming question concerning these "scanlines" - are there any systems supported by the RetroPie that should NOT have scanlines?
I believe that the scanlines were created by the old CRT screens, am I correct?
Vectrex, VirtualBoy, Neo Geo Pocket, Wonderswan, N64? Should these have the scanlines at all?
I guess my real question is: when is it appropriate to use them in terms of the consoles?

@ProxyCell I don't use any filters or shaders for any console. And I only play games I played back in the 80s and 90s on CRT. It's up to you if you think it enhances your experience.

@ProxyCell vectrex should not have scan lines. The the emulator doesn't really do it justice. Needs some higher res, anti-aliasing and glow to look closer to the real thing.

@ProxyCell I add scanlines (either by shader or overlay) on anything that I used to play on a CRT. So I'd certainly expect to add to them to something like an N64.
Even on systems that dont really benefit from scanlines you can add overlays to improve the experience, just not ones that have scanlines on.

@BuZz - Yeah I went with the phosphor shader on Vectrex and VirtualBoy
@Floob - I am using the crt-pi shader on most TV-consoles and the lcd3x shader for the handhelds. I am combining a gba-color shader with the lcd3x
unfortunately I think the atari lynx emulator (handy) does not even support shaders and I couldn't even get lr-beetle-lynx to play a single rom still
