Your config will not work on a Pi4, which needs either the fkms or kms overlays enabled. The error from EmulationStation is normal when neither of them is enabled, since there's no GPU drivers loaded. The page you referenced for the installation instructions was providing instructions for Pi3 or earlier platforms.

You may have to use one of the built-in SPI panel overlays (https://github.com/notro/fbtft/wiki/DRM-drivers) to make the display work. Not very familiar with it, you may want to ask in the RPI forums about how to make it the display work with a Pi4.

@mitu how would I use either the fkms or kms overlay? how would I load Gpu drivers? I tried using the built in spi panel overlays but it didnt work

The default RetroPie (or Raspberry Pi OS) images have the fkms /kms overlay already enabled, so you don't need to add anything for this part. What you need is to add the configuration for your display to config.txt, which can be different depending on your display model and capabilities.
