What determins what controller controls the retro-pie/pre game menu controls

Im trying to figure out what determines what controller is in charge of control the retropie setup menus and such. My build has some controller ports that are plugged in into USB port 3 and always has control of the retropie setup menus. When i plug in another controller i would like that one to be able to control the menus.

They should all control ES if you have configured them (press enter to bring up the menu to add a new controller), works for me anyway - i.e. you can press buttons on both/all at the same time.
