What is rep score? (profile picture)

I read a old post of @mitu that we need to have at least of 3 rep score to change our profile picture.
How to earn those scores and why can't they let us just change our profile picture. -
@Enderman330 When your posts are upvoted, you get a rep score increase. This usually happens when helping a user out / providing meaninful assistance.
