RetroArch - lr pcsx rearmed - reduce frames rendering speed

Hello, I have strange issue only in lr-pcsx-rearmed emulator - all emulators works with normal speed, but the only pcsx is too accelerated.
it shows 20 fps (instead of 60) and games are unplayable.
I've tried to modify the video settings inside the game (retroarch menu), so game will works normally (60fps and no acceleration)
but after the restarting or changing the game, all settings are reset (event if I press on 'Save Config' menu item (but no message like 'settings saved' are displayed).
Please guide me, why settings can not be saved from the retroarch menu?
and guide, where it saved? where i can find needed retroarch.cfg? or it should save in some pcsx config file?
