I have a ControlBlock on my Pi3 (fresh RetroPie 4.0.2+upgrades, controlblock service) and have wired P1 up/down/left/right/sw1/start/coin, but when EmulationStation launches and shows the 2 controllers, holding a button does nothing. Also, in jstest, all buttons show 'on' with no change in status when the joystick or buttons are actuated.

Have I wired the controls incorrectly? I'm using a JAMMA fingerboard adapted and plugged into the 30-pin Nintendo harness in the cocktail cabinet (Popeye) and all seems to be okay. I have continuity on the ControlBlock between ground and the switches/buttons when the corresponding direction/button is pressed, is that correct?

Edit: I've just now gotten around to seeing how jstest is supposed to work. My concern is that all buttons show 'on' in my configuration (with two separate ControlBlocks) and both axes read 0-32767, even if no joystick/buttons are plugged into the ControlBlock. They should be 'off' unless pressed. Both js0 and js1 exhibit this behavior on both ControlBlocks.
