How to bring up RGUI?

Hey guys
Im trying to stretch the image of my games but when i load a game how do i bring up the rgui so i can change it from 4:3 to 16:9 and make it little shaper look kinda like pixel perfect you do it in this menu but idk how to access it -

you can change aspect ratio for retroarch emulators from the configuration editor - https://github.com/retropie/retropie-setup/wiki/Configuration-Editor
