After formatting and imaging the SD card it does nothing

What update, what do you mean? You mean the actual image? Which one? You said you have a Pi3, did you use the correct one? There are 2.
it is a .gz file
You have to unzip the download to reveal the image.
What power supply are you using? Do you actually have a Pi3? Are there 4 raspberries on boot up? Did you follow this exactly? Is your SD card compatible / genuine?

@curt7088 use something like winrar to unzip the .gz file. The .img in there is what you need to use. You cant just dump it onto the card. You need to use a program like win32diskimager to write it to the card.

@curt7088 it seems that You just put the img file to the SD card or something. as edmaul69 said You have to install it to sd card and make the card bootable for RPi.
As edmaul69 said - just unzip the .gz file, then put SD card to your pc reader, run win32diskimager, choose there Your sd card disk letter, retropie image file and choose save/write.
Then it should work fine. -

To answer some of your questions. I DID use win32zip to write the image to the card. I also formatted the card properly using the overwrite function with sdformatter. It is also a pi3 (4 raspberries upon boot.)

@curt7088 what is win32zip? Are you sure you downloaded proper RPi version (different image is for RPi 0/1 and other for 2/3. Maybe try with different sd card?

Ha! Sorry guys I meant to say win32diskimager, not win32zip.. whatever that is. I am extremely tired... still. As far as I know win32zip is something that doesnt exist. Im at work now, but when I get home I will try a different sd card. -

I did, I used the 7 zip link to get the software to do it. I will try a new sd card when I get home to see if that is the problem. -
