Emulation Station Best Hardware to Dreamcast, GameCube and PSP

Hello people, i wish create a Emulate Station to use Dreamcast, GameCube and PSP games using the RetroPie. But i have a single dobout, who is the best hardware to do it: Raspberry Pi 3b or Odroid C2.
I know the Odroid C2 has a Hardwares higher than Raspiberry Pi 3, but I also saw that there are certain difficulties in the build process. Taking into account these three gaming platforms, what hardware do you point me between the Raspberry Pi3b and the Odroid C2?

A PC with a Core i CPU (and a Nvidia videocard) should be the best solution. The most arm boards are to slow for GameCube emulation.
