retropie menu problems

I have Retropie 4.1 adequate power supply, running on a Raspberry Pie P3. When the Retropie menu comes up and I select any of the different choices, wifi, retroarch, etc. I dont get a menu but a command prompt, the system then appears like it is trying to download and install packages, after that process is done it goes back to the main menu i started from. any ideas?
