2gb sd with 32gb usb

Is There a way I can Install retropie with a 2gb sd card and a 32gb usb?

The existing RetroPie image (retropie-4.1-rpi2_rpi3.img) is just marginally over 2GB, so I think you would have difficulty getting it installed on a 2GB card unless a manual install can be even leaner. Once you have it running on an SD card you can maintain roms externally, ie. on a USB stick.
Something I haven't looked into at all is booting from a USB stick (or non SD media). Personally I'm happy with an SD card so I probably wont try it: https://www.raspberrypi.org/documentation/hardware/raspberrypi/bootmodes/msd.md

i have mine booting from usb -all of it, attactmode/retropie etc only the /boot [fat32 partition]portion is on the sd card works great! (not using the pi3 boot firmware mode) then i delete the fate3 partion move ext4 to to beginning then expanded it to fill the unallaocated space back to its 1tb size via ubuntu/gparted guifor sd to find the usb in the first place (i worked out that the usb was listing itself as sd2) my cmdline.txt is now swapped text from " root=/dev/mmcblk0p2 " To " root=/dev/sda2" + added at end of file "rootdelay=10" for slow drives (although the toshiba drive im using seems to not care and boots up fast enough? lol)
<pre code> and< /pre code> i use gparted on ubuntu os as i counld'nt get any of the usual commands to expand the 1tb drive ;once all was copied over( all as ext4 like the sd would have been..so it was just a copy paste job)
with 1tb to play with im maxing all art and bezels! , ps. and i used your rpvideomanager vid tutorial to set those up too so thanks for your vids @Floob -
