Controls not working in game but work for everything else

I am finding that i can navigate around the emulation station menus and also enter the MAME games list and navigate and select a game. The problem is that when i have selected a game and go to play it, the controls and buttons are non responsive so the game loads but i can't select a coin or player start. Sometimes it works after a while, sometimes it works ok for that game but when i exit out of it and go into another game it does not respond to the controls or buttons? It was happening on Retro Pi version 3.4 so today i download the most recent version 3.7 and it still does it. I also replaced the Ipac Ve encoder board for a new ipac board and it is still doing it.
When it does work i enter the control assignment menu in MAME games and assign the correct functions to the appropriate controls for general use,not just that specific game and it works for that game but then i get nothing when going in to another game.
Has anyone encountered this and know how to resolve it?

Try this :
- Plug a keyboard
- launch your Pi
- launch your game (mame4all?)
- press TAB
You will see a menu and you can assign control. (I hope)
