PS2 controller with USB adaptor detected as 2 GamePads

I've just updated Retropie to the latest version.
When I try to setup my PS2 controller in EmulationStation it shows that it has detected two gamepads but there is connected only one in USB 0.
I can configure it as GamePad 1 without any problem. My problem comes when I try to config another USB controller (a TEKKEN 6 WIRELESS FIGHTING STICK by HORI). EmulationStation detects it as GAMEPAD 3.
How can I set HORI controller as gamepad 2? or why a PS2 controller is detected as 2 GamePads?
