Emulationstation - 2 Controllers [es_input.cfg] ?

Hi,
is it normal with 2 controller configuration (PS3 Dualshock), that the content of the /home/pi/.emulationstation/es_input.cfg has only settings for one controller instead of two ?
same as /opt/retropie/configs/all/retroarch-joypads/PLAYSTATION(R)3 Controller.cfg. There is only one configuration file.
Did changes in this configuration settings are taking over immediatly?
