Raspberry Pi 3
RetroPie 4.4
No OverclockI've tried the same methods and nothing came up. This is the closest to my problem I've found in my search.

@mitu one in /pi/emulationstation, another in etc/emulationstation
In the first one, did not have the dreamcast path (with /system and other things), so I put it myself and copied the file to the second one -
@capninja Emulationstation reads just one file from the 2, in this order
- 1st location in
/home/pi/.emulationstation/es_systems.cfg
- this does not exist by default. - 2nd location in
/etc/emulationstation/es_systems.cfg
, if the 1st file is not found.
If you install an emulator, the RetroPie-Setup will update the system (2nd) file, so if you customized your installation and created the file in the 1st location, the emulator/system will not show up.
Since you customized the
es_systems.cfg
file in the 1st location, it's up to you to keep it up to date, so if you add new systems/emulator, you have to copy the new settings from the file in the 2nd location to the one in the 1st, not the other way around. - 1st location in

I've tried to copy and the perceived something interesting, Dreamcast was not the only one. Several systems was (is) not showing up.
Tried to copy and paste the text, and got the "Permission Denied". Tried to copy file 2 and substitute file 1 and "Permission Denied" again. Did this on WinSCP.Edit: @mitu If I put the games on thefolder before the emulator instalation, it would make difference? Maybe because I've found another 8 or 9 systems not showing up, because in some cases I may have been a little anxious.

Problem solved.
What I did wrong? Probably because I created the folders and put the files before the emulator installation.
After format and start from zero, with emulators first, no more problems.
Thanks @mitu for your help and attention.
