Overlays for different systems that use the same core; System Config file won't load (RESOLVED)

So, I am trying to setup different overlays for systems than use the same core. For example, lr-BlueMSX is used for both MSX and Colecovision.
I have used core overrides within the Retroarch GUI for this emulator so that MSX overlay loads for all games used by lr-BlueMSX.
I then found out the only way I do could this, per system, was to edit the retroarch.cfg in the SYSTEMNAME folder to point to where my border .cfg file lives. It was to my understanding, if I edited the system's individual retroarch.cfg file (manually or via the Advanced Config editor in Retropie via the Config Editor, example), in that folder, it would override a core's main setting.
However, after I have done this....my Coleco border won't load, even with the retroarch.cfg in it's folder setup correctly. My file config is below:
Anyone have any ideas?

I think RetroArch processes any overrides after the main config file, so your system settings are (obviously) overridden - https://docs.libretro.com/guides/overrides/.
Get rid of the core overrides (for overlays) and add the overlay settings in the system's
retroarch.cfg
file - just like you did for Colecovision:/opt/retropie/configs/msx/retroarch.cfg
<- configure the overlay for MSX/opt/retropie/configs/coleco/retroarch.cfg
<- configure here the overlay for Colecovision.
