Above 720p shows no video

I have a raspberry pi 3 with retropie 4.4. I recently started having an issue with hdmi. If I use anything above 720p I get audio glitches and display glitches (if it displays at all). Most of the time it is half the screen of an image the other half is either artifact or green. Tried connecting direct to a TV, to two different monitors all the same response. If I default it to 720p no issues whatsoever. I think i damaged the gpu after running it overclocked, or possible something else. I did have a fan hooked to the gpio which might have been drawing too much power. Any suggestions? Also the video display test shows capable of doing 1080p so it detects everything correctly for my setup.

It happens at boot in emulationstation in emulators and in kodi
Pi Model or other hardware: Pi 3b
Power Supply used: 5v 2.5a
RetroPie Version Used: 4.4
Built From: retropie website
USB Devices connected: all controllers and keyboard
Controller used: ps4 wired, dragon rise, Xbox 360 wired
Emulator: all and shell and kodi
