Reicast or LR-Flycast nowhere on XU4 (Latest RetroPie 4.4.15) and PPSSPP install issues

I just recently installed RetroPie over the weekend to the latest version using the XU3/4 instructions and I was able to get everything working except there's no Reicast, LR-Reicast or the new LR-Flycast (the replacement emulator)… am I doing something wrong during the install? I initiated all the updates/upgrades through apt and RetroPie Setup... what now?
Also, I'm having PPSSPP install failures as well (LR-PPSSPP same issue) where it states the Libretro.co folder is missing

Per another GM (Muti) on another Topic (which I had to heavily research for some reason)…
They're not enabled for the ODROID, only for the RPI/PC. If you wish to test them, you need to remove the !mali flag from the scriptmodules' rp_flags and re-run the setup script to appear
