      So i got an pi3b+
      retropie 4.5
      and i got a new usb hard-drive few months old works perfect on my laptop...
      but for some reason in the raspberry on the retropie it tick's every min' or so...
      Any ideas ?

        Maybe try installing either hdparm or hd-idle to manage your USB hard drive.

          2.5" or a larger one? If it doesn't have its own power supply, I would try it via a powered HUB. I am not sure if the "ticks" I remember are similiar to thine, but I had experienced "ticks" (sounding somewhat like forced stops) with an external SATA/IDE to USB Adapter and 2.5" drives. Ok, mostly with old IDE ones, but if you have a powered HUB, i would at least give that a try.

            Sounds like a Power supply failure...
            You know ampers and voltage of power supply?
