Raspberry 3 b 480p through HDMI

I have tried unsuccessfully to run my PI to a hybrid SD 480p television using a HDMI to component converter. I have attempted to change the config.txt file to enable this resolution, but had no success. I made the following changes to the config.txt.
I changed the group number to 1 for CEA and the mode to 1 which should be 640x480 60h at 4:3
This resulted in no image.
For now I am just using the RCA adapter to display to this CRT, but I imagine the 480p using the component converter would display a lot nicer picture.
