I am upgrading from 4.5.1 to 4.5.6. The case is that I have packages installed from source ... update them correctly from source? or install the pre-installed ones?

While updating I have received an error that cannot install libpng12-dev

How do I upgrade to buster? with dist-upgrade it doesn't work for me. Years ago I switched to archlinux I have already forgotten how it was updated from version in debian / ubuntu

      pi@retropie:/etc/apt $ sudo apt update

It's not recommended to upgrade in place - you should start with a clean image, transferring your configs/ROMs/BIOS files.

I realized later .. I am now installing / compiling my emulators.
Why does it fail to install libpng12-dev? Can't it? The screenshot uses it, an application that I find very useful.

Post a error log with this problem. You should update the RetroPie-Setup script first, before updating the all packages.
