Smaller Screen, but "system-wide" (RetroArch emu + Emulationstation)

Hello gamers
I am working on a tabletop arcade machine that I want to put in a screen that is larger than the hole (31x31cm), so I need to adapt some video tweaks on it.
As seen on https://github.com/RetroPie/RetroPie-Setup/wiki/Smaller-RetroArch-Screen I assume that I can apply this setting to all RetroArch systems, but I would like to know if there is a setting for emulationstation to change its resolution + initial point (x/y).
As a system, I could use a Raspberry Pi 2 B with a stock RetroPie (I tried to install RetroPie on Raspbian with Openbox, but failed) or I could buy a cheap x86 machine if I need a proper video card for this issue.

Could this be done by fiddling with the overscan settings to create the black border rather than tweaking per emulator?

EmulationStation has a
--screensize W H
parameter which you can tweak to shrink the visible area. You may need to add also--screenposition X Y
to specify the offset in case it's not centered. -

EmulationStation is started from
/opt/retropie/configs/all/autostart.sh
, you need to edit that file and add the right parameters for your screen size. -
@mitu It works, but --screenposition does nothing.
This works:
emulationstation --screensize 800 800 --screenoffset 560 140 #auto
But I have still problems with the config file for the emulators. The picture of the game is still too big.
