Using Atari Joystick with 2nd Joystick for select/start

I've got a "stelladaptor" which works just fine with my Pi3 but of course I need a keyboard to start game, etc. I had hoped the select / start on the 2nd controller might work so P1 could be Atari joystick and P2 would be SNES30 wireless that could be used to do select/start/exit. It seems though the select/start keys have to be sent from controller 1 - which obviously just has one button.
Any way to create a virtual controller (seems retroarch built for this) that's a combination of the two? So it would see the atari joystick (js0) as having a select / back button which is really input coming from js1?
I poked around in forums and mostly what I see is people saying you have to use a keyboard, but wondering if better way.

@markg use stella not lr-stella. You can map anything you want in it. Plus if you have any questions about configuring the stella emulator feel free to ask. The tab button is used to get in and move to next item in stella. Stella supports all of the atari peripherals.

@edmaul69 Great, I'll give that a try. I'd also like to try it with MAME for 4-way use - same problem there, but same solution? Seems like there should be a way to create a configuration, or an alternate drive which allows for more odd combo configurations.

if anyone is still interested in this, check out these cool devices on icode.com. they allow you to have up to 4 joysticks and even if you connect only one, there are buttons on the device you can map to start/select/reset. There is even a bluetooth version.
