Pi3 + RetroPie WiFi not connecting

Hi all,
I've been troubleshooting this for a day or so now, but I'm throwing in the towel and asking for help. I hope this is the right place.
I have RetroPie 4.0.2 that I downloaded from here and followed the first-time installation instructions listed here
Once I got the install up and running, I attempted to connect to the WiFi network via the UI menu. I can see the network, I can select it, I can input the password, but every time it goes to "Connecting..." and then seemingly times out as best I can tell. The network here is rather slow, but not that slow...
I am connected to this network on a couple other devices, and I can break the connection and connect them again, on Android, iOS, and Windows devices.
I've tried adding the network by hand under the /etc/network/interfaces but that didn't work either - for some reason the character " becomes @ and a couple other special characters change as well.
I'm at a loss for words. Anything else I can try?

@danneskjold in terms of your special characters you can either ssh through putty or change the keyboard configuration:
