Strange display skew in games (only when in retroarch, not in the emulationstation or menus) on 720p TV

i'm having a strange display skew issue on a 720p TV that advertises it's preferred resolution as 1360x768 (unusual as most 720p TVs advertise as 1080p and then scale the picture down).
Whenever i'm in game on this TV it skew the image to the bottom left of the screen AND cuts it off, almost like retroarch is trying to render to a 1080p display despite the pi rendering at 1360x768, this only happens in retroarch. Also when going to the retroarch settings from the config menu (not from in a game) retroarch appears normal until i go to the scaling settings, upon entering the scaling settings menu it immediately jumps to that skewed to the bottom right view.

@askcompu you may want to try forcing a specific output resolution when you use that tv. https://www.raspberrypi.org/documentation/configuration/config-txt/video.md
