Longterm Problem with my Arcade Tabletop Config

Hi All,
Parts list on my home built arcade -
Emulation Station Front end
Retroarch
Rasberry PI 3 Model B v1.2
Old monitor screen approx 19-20
ipac keyboard encoder
HDMI to VGA ConverterBasically ive inputted the buttons on the switches on winipac v2 to everything needed like this-
p1 up - up p1 down - down p1 left - left p1 right - right
p1 A - Y p1 B - W p1 RIGHT SHOULDER - U
p1 LEFT SHOULDER - I p1 - X - R p1 Y - Q
p1 - Coin / Select - E p1 Start - TMiddle Button / Hotkey Button - G
p2 up - C p1 down - Z p1 left - S p1 right - X
p1 A - F p1 B - H p1 RIGHT SHOULDER - D
p1 LEFT SHOULDER - L p1 - X - J p1 Y - K
p1 - Coin / Select - O p1 Start - PSetting Enable Hotkeys - G
Menu - R
Quit Retroarch - TNow i've read through most of the config setups and don't know where I'm going wrong because i try to go through retroarch and go into controls but it doesn't show the buttons needed.
If i play snes and a few other roms they work great but anything arcade like libretro won't work.
Really appreciate some help with this because it comes out from time to time then just gets shelved for a few months because i get frustrated with it.
Do i need another encoder maybe or any idea guys . ThanksSean

Which RetroPie version are you using ? How did you install it ?
If i play snes and a few other roms they work great but anything arcade like libretro won't work.
Which emulators specifically ? Since your IPAC is emulating a keyboard, you may want to look at the keyboard controllers page for examples and pointers.

If the IPAC already works with other systems, I don't see why.

It may sound like a very noob question but where do i find out what version i'm running.
And the roms are from a pre-built sd card image, i tried doing my own but it lacked the videos and the images.Sean

It's shown at the top when you start the RetroPie-Setup menu.
And the roms are from a pre-built sd card image, i tried doing my own but it lacked the videos and the images.
We don't support 3rd party images - use the image from retropie.org.uk/download and we can help.

I will do this, i have my own set of roms but if the problems persists is it something else possible ?
