How to turn off Bluetooth completely

is there a way to turn off bluetooth completey and if yes how?

@Waterrr Without any information, how are we supposed to help you?
If it is a Raspberry, you may like to look into /boot/overlay/README; adding dtoverlay=disable.bt to /boot/confdig.txt may be what you want.

Pi Model or other hardware: Pi3B
RetroPie Version Used (eg 3.6, 3.8.1, 4.1 - do not write latest): 4.8
Built From: retropie-buster-4.8-rpi2_3_zero2w.img
USB Devices connected: USB Controller
Controller used: PS2

With that board, adding "dtoverlay=disable-bt" (sorry, the dot in my prev. msg was a typo i missed to observe&edit) to /boot/config.txt (preferable) under the comment ... :

# Additional overlays and parameters are documented /boot/overlays/README

should do the trick...
