Help Understanding Display Resolution

I plugged in my old Pi4 for the first time in several months, to a TV it was not set up on, and it started off with having screen tearing issues on the bottom half of the screen in emulators. The Retropie main consoles menu also seemed to scroll with a bit of something off.
I attempted to change the resolution in raspi-config, but that confined the boot screens to the top left corner and then a blank screen once emulation station started loading. I tried different settings, but they all seemed to have an issue. Finally, I deleted any lines I had in my config.txt from over the years and powered down the Pi again. It defaulted back to a reasonable resolution, but I was back with the screen tearing situation.
I tried
tvservice -p
but that did not help either. My last tv was a 4k Bravia and this TV is a 4k Roku. The only difference seems to be having switched TVs. Is there typically some work done when switching display devices after a configuration is set?What else can I attempt? I am hesitant to start over or lower the display since I had not had issues on the previous 4k TV. I have also tested an older Pi system with this tv and it does not appear to have issues.

Screen tearing is a issue of the Raspberry Buster Lite that the current RetroPie image is using. The upcoming version i think it will get rid from this issue.
Some users solved this issue, in the current version of RetroPie, after they use the experimental kms driver, but this add other issues. If you search in the forum about screen tearing you will find a lot of info. Also i recommend to read the wiki about the used of 4k TV with Rpi4: https://retropie.org.uk/docs/Pi4/
