Monitor shuts off when starting a game

I've been using Retropie/EmulationStation for a while now on my RP400 with not too many problems. Recently I've been using the monitor with my laptop to dual-screen debugging issues for work. Plugging it back into the pi I'm now getting a funny issue. The monitor does not display the main EmulationStation screen - however it does show a rainbow screen and some boot-up info - then a black screen.
That is on HDMI port 1. HDMI port 0 doesn't display the rainbow screen and does boot up the to the regular EmulationStation. However whenever I try to start at a game (which runs at a resolution of 1280x something) it fails to receive a signal and the monitor turns off. It worked before.
I tried resetting the monitor back to factory settings but that hasn't the fixed the issue. Anyone experienced this before?
The monitor is a HD monitor by HP model number M22f

It seems the original raspberry pi HDMI cable was the issue.
I purchased a new micro-hdmi cable and all screenmodes work fine.
