8bitdo ultimate controller d-pad up not constant movement

Raspberrypi/Retropie noob. I have new install of RPi5 and manual Retropie installation. My issue is 1 of 2 8bitdo Ultimate C wifi controllers has unexpected behavior. Specifically, the d-pad up arrow has a single movement even though constantly depressed. Instead, I would have to repeatedly press up to get the movement. At the same time, the other controller works without issue. Press and hold up, and donkey kong mario will continue to move up. To eliminate the wifi being the issue, I use usb-c cables directly to usb-3 port on RPi and get same behavior. If I swap controller between usb-3 ports on RPi, the problem stays with the port (player 1), not the controller. 8bitdo firmware has been updated on dongles and controllers. Any help would be appreciated. Thanks in advance.

Can you test the controller with
jstest
and see if the issue is hardware or not ? See https://retropie.org.uk/docs/RetroArch-Configuration/#determining-button-values in the docs for how to do that. -
@mitu Thanks for the reply. The controllers perform identically when monitoring the jstest output. A constant press of the up arrow on d-pad records a single toggle "on" event according to jstest. The behavior in an nes game, when the Player one controller up arrow is pressed and held, only a single movement is performed and to move further, I have to repeatedly press-release-press-release-press-release...to get something like a constant motion. The behavior of the Player two controller is different. If I press and hold the d-pad up arrow, the movement is constant. If I only have One player game, the behavior is the same problem; requiring repeated presses to simulate constant motion. Separately, both controllers respond with constant movement when right or left d-pad is pressed and held. I have only been able to verify this behavior with nes games. I am still working on getting some mame games working so maybe this is unique to nes. I will update when I have game besides nes working. Thanks again.

@dandaman Hm, I wonder if you haven't activated something like Turbo mode in RetroArch for P2.
