      I purchased this controller

      https://www.8bitdo.com/ultimate-bluetooth-controller/

It has a switch on back for Bluetooth and 2.4G that uses the included dongle.

I am running 18.04 on an Odroid XU4.

I have no issue with getting the Bluetooth to work with retropie but when I switch it over to 2.4G it does not see the controller. The controller is bound and does work on the PC.

      Am i missing something?

Yes, it's a known issue with 2.4ghz 8Bitdo controllers and Linux, they're not supported OOB. Try the workaround described in https://gist.github.com/ammuench/0dcf14faf4e3b000020992612a2711e2 and see if it's picked up by xpad.

NB: you may need to adapt the udev rule bsaed on the Vendor/Product IDs of your controller, if they don't match the ones in the page referenced above.
